Blackgate began to overflow with the excess of prisoners. A man from Troika - a Russian "insurance/security" organization - approached Lucious Fox and threatened WayneCorp. Batman single-handedly stopped an all out riot at Blackgate. Two-Face kidnapped Harvey Kent - the man that should have been released instead of him.
